Definitions:
- Residential customer category: single-family premise used for residential purposes and served by an individual water meter for the premises. Users served by master meters shall be classified as commercial customers.
- Social Security or Social Security Disability fixed income: accounts that have met the guidelines established by the City Clerk.
- Residential-Access to the system but not connected: accounts that have met the guidelines established by the Pelham Water Works and the Pelham Sewer Department.
- Commercial customer category: any user not classified as residential. Commercial users include but are not limited to businesses, industries, offices, and residential uses such as apartments and mobile home parks served by master meters.
- Significant Commercial (High Strength user or Commercial Fast Food user): any commercial user discharging wastewater into the system with BOD (Biochemical Oxygen Demand) greater than 250 milligrams per liter of wastewater.

Sewer Use Averages
New Users
The initial sewer use charge is determined by the actual water consumption for the first billing cycle. Afterward, the use charge is determined on a month-to-month basis until the user has acquired an October-March water consumption history on which to base the sewer use charge.
One Year at Residence
When a customer has been in a residence for one year, the sewer use charge will be an average of a six-month period, which is designated as October, November, and December of the preceding year, and January, February, and March of the current year. Meter readings from these months are used to determine the use charge, effective July of the current year.
Example: The residential sewer use charge effective July 1, 2022, is computed based on the average water consumption for October, November, and December of 2021 and January, February, and March of 2022.
For residential users who are granted an approved water leak adjustment by the Pelham Water Department during the October-March water consumption period, the adjusted usage is used to determine the use charge.
